The very last Angel can also take over units without dying, not that he ever shows up before the game ends. NERV is actually rather overpowered once you get multiple EVA units. The Angels start strong, but their mid-game units are not that great. The best is winning with PenPen if you hold out long enough with NERV. I used to be able to win this game in about 15 moves, but I forget if it was with NERV or the Angels.
